Arriving in Fairhaven, Emperon Dexton made a short speech:

"Trykers!

In the olden times we had a very strong bond, you delivered us the life bringing water without fail, and in return we protected you against all threats.

Our bond today remains as strong as ever, despite the fact that many of you are Jena worshippers and most of us follow the teachings of the Kami.

Due, however to recent actions, neither of our governments is able to sustain the Edict of Four Peoples in place, and this is why we have gathered here to work out a new treaty which will replace the Edict of Four Peoples for the forseeable future of our Nations.

We ask you to remember us in your prayers to whichever deity you hold divine, and pray we can work out a new Treaty that will be for the good of all Hominity."
