Project language

Hello,

I have a question about this point in the contest rules:

All Projects must be in English. Projects that are in any other language will not be considered.

It's just for the application interface ?
Comments in source code can be in another language ?
And for the project Website ?

the application interface should be in english,french and german or at least in english.
