Is there an UI editor to generate interface xml?(solved)

As I read from the source, login interface is from 4 xml files: login_config.xml, login_main.xml and ect. I'm interesting in how these interface xmls are generated, hand-written ,or there are tools? If there are tools, can you tell me where to find them, thanks.
