You can even make sure their coffers are full of catalysts so they will be as enticing to existing and potential Elementals as the main guild. As Darkhound said, this is wholey a problem with the game system rather than aimed at the Elementals (Who are just being successful!), but the Elementals, I believe, are the only people who can turn this around. Giving away, or not contesting, outposts doesn't help, since that just means you are giving up some outposts, not that you stop having complete control over who has outposts on Cho. Anyway, I realise you (The Elementals of Atys) came here to escape the hardship of living on a slightly Karavan-dominated server (Arispotle); Please don't be instrumental in making this a completely Kami-(or even Elementals-)dominated server...
On a more on-topic note: A request for the person updating the thread: How about a breakdown of the status? For example (and the numbers used here are pessimistic, but not entirely unlikely, given the way things are going - just wait until the PVP starts, rather than just grabbing uncontested outposts): - Elementals of Atys hold 21 outposts
- The Divinity Council of Pyr hold 2 outposts
- Pegasus foundation II hold 1 outpost
Of 24 outposts on Cho, 23 are held by Kami, 1 by Karavan and 0 by Neutrals.

interesting deduction, apart from 9 outpost limit per guild. sorta blows that theory.
since dcp now all but gone to WoW, do you suggest that Elementals of Atys should stop leveling and progressing higher until an equal rival guild emerges?
the way i see it, we needed ql 50 outpost, then we needed ql 100, then ql 150 etc as we progressed, we anticipated and encouraged guild v guild battles, rather than speaking as them like you do: outposts as a faction v faction weapon, which they are not.
