There is no "character level" per se, though for some things the highest level skill you have is considered to be your level (like for fitting clothes and jewelry).
Each skill can be maxed out to 250 given time, and each tree you see branches a few times before getting there.
I've not counted the total number of branches in the end, but there are a few dozen.
