They're there if you want them, but there's no requirement to either use them or not use them.
The choice is yours. Most guilds with outposts hand them out freely now (this has been different in the past).
If choice is a reason for you to quite, more's the pity for you.

Some choice, the choice you are talking about is you either don't use them or ask for hand outs.
Might surprise you to know a lot of gamers don't like to keep asking for hand outs. As another player the other day said in game, he did not like it because it's like begging. I'd say he's not wrong the only difference is it's not dappers but cats.
If you don't use cats it does not take you long to realise if a new player that the main part of this game is nothing but a grind. It still becomes a grind at higher levels even with cats but at least it makes it less so for the earlier stages of the game.
So not really that much of a choice. The choice at the moment with cats is be prepared to keep asking for hand outs or play something else. If people are not comfortable with hand outs (begging) then they will play something else it's as simple as that.
