How do you make a newbie Zone from scratch at landscape level?

I mean it looks like there is bits of titles and such and I'm getting a tad worried now since most the editors I used in the past 3-4 years were all 3D ones but putting that point to the side can we generate and make maps or do we actually have to pain maps from scratch?
I'm kind of confused =(

The word I was looking for silly me brain fart was terrain editor.
I getting a little panicky because I have a feeling everything was done in 3DMax and if that is the case holy crap for people like me lol.
I was wondering if we could if that is the case maybe work to find a good open source terrain editor and modify it a bit of course and make it work perfectly to work with the game engine?

Im fairly new to this project as well, although I began a few months or so ago on opennel, but It appears that 3dsmax is used to build terrain and particles and lighting, and export out to nel formats. I think (correct me if im wrong someone) that there used to be a nel maya script as well, but its gone from the open nel repository.
As for using 3dsmax to create a zone I was successful last night in the creation of one but I could not export it out because my config files are all pointed to w:\ and r:\ and the like, so today I am editing every config file in the code to match my directory structure. If I get this to work and can give some definitive info on getting a zone built I will post a quick guide.
