How to create and modify UI xml file contents

I have a question about the xml files and UI creation.

I am pretty scared after seeing thousands of lines in the UI related XML files and wondering if all the files are being written manually or generated by a tool? I read from the wiki that there is a tool but I couldn't find it anywhere.

Would be great if you could help guys?!

Unfortunately, all UI files has been written manually :(

Some guys mentioned they were planning to create a visual editor and it could be great :)
