Lightmaps not fading

How can I make it so that the lights properly fade rather then cut off abruptly like in the attached image?

Are you talking about the banding effect?

Well the banding effect for one however also the lights not falling off smoothly, I am trying to make it look similar to the attached picture.

This is with bloom = 1
