Running showing -> Stopped

The image shows pretty much everything but here is a little explanation:

When I go to the NeL Management Tool, everything shows up normally with the exception of the Running status that keeps saying stopped.

Hopefully this is an easy solution.

I can go online and play around in-game..

I've also these troubles under windows.
Under linux, some files are created in a new folder when the service start (in these folders linked with the service i've found one file with counter information, another with actual state of the service, ...) .
Under windows > i've found nothing like this, so the web interface seems to not have all informations
