NEL sound tools

Description

Apparently the NEL sound tools are not added to CMake so they are not ever built.
One of them ( source sound builder ) uses MFC and is outdated so that won't work anyhow, until someone updates it.

The file I'm including contains the CMake files for the tools that can be built just by adding them to CMake, and also a tool I made, to extract the samples from .sample_bank files.
